I'm trying to gain permanent residence (or a work permit) in Canada (Nova Scotia) and I've been hearing conflicting answers about whether or not an English language test is necessary.

I have a bachelors degree from a US University and I'm seeking to enter Canada by moving my business up here under the owner/operator Labour Market Impact Assessment (LMIA) path.

I'm signed up to take the test, yet last night sat next to someone in a bar who's worked for the Canadian Immigration department for 20 years and he was insisting I do not need one!

If you are coming up on a temporary work permit - then no language test is required.

If you are applying for PR through an economic immigration stream (i.e. immigrating permanently), then a language test is mandatory.

The owner/operator LMIA path is a temporary work permit - so no language test.
