Dumb question. I noticed that outland and inland application forms are exactly the same. How would the Visa Office know if you want to apply outland or inland? It is from question 6b & 6c on IMM 1344A form?

Well for one thing, they're not even processed by the same visa offices. Inland applications are sent to Vegreville, Alberta. Outland applications are sent to Mississauga, Ontario and then forwarded to overseas visa offices.

Also, not all the forms are the same. Compare the form numbers and titles for both packages on the site.
 
There are two different application packages that include some of the same forms. But the determining factor between inland and outland is which processing office assesses the application. An inland sponsor/applicant will send their inland application package to the Case Processing Centre in Vegreville, AB where both sponsor and applicant are assessed.

The outland application package goes to the Case Processing Centre in Mississauga, ON first, and then CPC-M transfers it to the overseas visa office after they assess the sponsor. The overseas office assesses the applicant.
