Confused: Is FBI "Application form" the 'cover letter' form??

Please help if you can: I have read many times on this forum that I can download the 'cover letter' on the same site that the FBI has the downloadable fingerprint card. But there is no clear 'cover letter' link on the FBI page.

Yes. The FBI has updated its website and forms, CIC hasn't yet done the same.

Read the instructions - No expediting. Not officially, anyway.

No need for expediting in any case. CIC has relaxed the rules a bit on PCCs to take in to account some lengthy processing times.

Hmm... well, it's not required, but it won't hurt either. Sometimes you can get a bad set of prints; some people just are harder to print than others. So a second set is not a bad idea.
