You are just requesting to do the process in the embassy he is STILL a Iranian National. you can't avoid his military. Either way no matter where it's done it will be asked for. He needs his exemption or military card. You go but the Iran region file. But request processing in Malaysia.

(military service card) As it's written If applicable can he just skip this part and write "not applicable"?
He hasn't military exemption so what should we do ? would it help if we print N/A and describe his situation ? Is Having Exemption a must for Boys ? is there any solution for this issues ? Is there any one who had the same issue ?what have you done ?

One thing for sure is he can't avoid it. How did he leave Iran in the first place? Did he get permission from the military to leave? Without knowing the whole situation it's hard to give advice. He is an iranian national.. not much he can do to avoid it..just because you write N/A doesn't mean they won't do their own investigation on him and figure it out. You will probably get a request for it halfway through the process. I would also suggest you use the term men not boys. Anyone who hasn't submitted military information from a country that is military based does get asked. There are many rules for exemptions does he not have a way to get one? Where is the nearest iranian consulate.. perhaps you could ask them. I know some countries can deal with it for their nationals. I don't know what else to advise you.
