Confused about Acceptance Letter with conditions as well course selection

Dear All,

I got an acceptance letter from Conestoga College, ON (Construction Project Management, Ontario College Graduate Certificate
(Post Graduate)) with conditions as follows:

Proof of Study Permit Authorization
 If the conditions of your acceptance as outlined above are not met prior to your arrival in Canada or
before your studies begin, your place in the program will be released to another student.

Basically I am Graduate Civil Engineer from Pakistan and presently working in Saudi Arabia in construction field & my total year of experience is 14 years.

Actually I was looking for MEng. but couldn't succeeded so think may be this course would be beneficial and also help me later to apply for immigration, but now confused shall I go for this or not and what will be the future prospects of doing this course.

Please help me by giving suggestions.

Proof of Study Permit Authorization

I am not sure but I guess it means that you must have a valid study permit and you must provide its copy/proof to your college before starting your studies there.
