The DLI I am planning to go issues only the "Conditional Letter of Acceptance" unless the student has already paid the tuition fees for the 1st year.
I've have read about conditional LOA for students waiting for their results, of with deficiency in language skill. The official canada.ca webpage says
But there is no mention above regarding conditional LOA with condition being 1st year tuition payment.
From what I've understood by searching the internet, I've come to following conclusion:

...When the completion of a prerequisite program, such as English as a second language (ESL) or French as a second language (FSL), is a condition for enrolment in a subsequent program, officers issue a study permit for the length of the prerequisite program plus 1 year.
Students who successfully complete their prerequisite program will then need to apply for a new study permit and demonstrate they have completed the admission requirements.
But there is no mention above regarding conditional LOA with condition being 1st year tuition payment.
From what I've understood by searching the internet, I've come to following conclusion:
- Conditional LOA is still valid to apply for and obtain a study permit.
- However, an unconditional LOA will be required to actually cross the Canadian border using the study permit obtained. In this case, I will have to deposit the 1st year tuition so that an unconditional LOA is issued which can be shown to Canadian border services agent at the airport.
