I did my Masters degree program in the United Kingdom in 2008. While i was studying in the U.K, i applied for a visitation visa to Canada and was issued the Visa. I booked the ticket, my hotel and every other thing but was prevented entry into Canada (Toronto), this was in 2008. On returning to the UK, i wrote the Canadian Immigration and expressed my dissatisfaction about the incidence and i got an apologetic response and was told that that does not stop me from applying in the future to Canada. With this experience, can i still apply for the Canadian Express Skill Program? Please advise.

Yes, you can apply to immigrate to Canada.

Make sure you declare the refused entry to Canada in your application. You will also need to declare any other refused entries or refused visas to other countries that you may have.

Thank you so much. I do appreciate. I want to proceed to apply to the New Brunswick Province. I had an IELTS Score of 6.5
