Hi,

Can please someone help me on this.

I am due to apply for PR, under CEC catagory by 1st week of November 2014, my question is ;

When is the right time for me to enrol for IELTS test? & Will I be able to apply for PR in 1st week of November 2014?

As soon as you can. The IELTS results will be valid for two years, and there is often a long wait time to take the exam.

& Will I be able to apply for PR in 1st week of November 2014?

The CEC program is due to change significantly in 2015. Until then, the current rules and regulations will probably still be in effect in November (unless they aren't) - so if you expect to be eligible in November, this will probably remain true.

There is a cap of 8,000 applications from May 1 onwards, but this doesn't seem to be filling particularly fast - http://www.cic.gc.ca/english/immigrate/cec/applications-accepted.asp

You can also consider taking CELPIP instead of IELTS. When I was looking for my dates, IELTS had double the wait time and I went with CELPIP.
