My mother in-law receive letter that her case is completed and to receive the immigration visa she should submit appendix A with photos and copy of the letter to Visa Application Center in the country he is resigned. But at this moment she in visiting us in Canada. Can this step be completed insight Canada? How we can apply for this?

No, you have to send any requested documents to the visa office from country the application is being processed in.
You can't send to a Canadian office.

My question is - All immigration process was done in Pilot Office in Ottawa for my mother in-law who is a resident of Russia, but in confirmation letter what she case is finished they asking to receive a visa in Moscow. Right now she is visiting us in Canada. Can I we speed it up, by doing it in Canada instead of send her back to Russia?
 
no there is no way to "speed up" the process. more than likely, her visa needs to be issued out of Moscow, because Ottawa generally doens't handle countries where visas are needed. For the most part, Ottawa's applications are from visa-exempt applicants, and the process is different. She needs to have a visa attached to her passport, and it soundsl ike Ottawa is telling you to send it to Moscow. If they won't send it to her in Canada, then have someone avaialble to receive it in Moscow and then courier it to her in Canada. Or she can go back, get her visa, and enter again.

Being in canada isn't going to do anything to make the process faster. CIC doesn't go out of their way to speed up the process for anyone.

All countries accelerate the citizenship process for "special" applicants. Applicants that granting a citizenship will provide some specific benefit to the host country - like foreign star olympic athletes who wish to represent Canada. In these cases they don't even need a PR.

I just wondered that her case was done from A to Z here by Pilot program, why they send papers away to Moscow.
Of course it's not a big problem for lady in age to travel back and forward.
Wish she would be a n Olympic athlete ;D

I can't answer your question. CIC does things for reasons no one can figure out at times.
