If we are unable to see the notary before she does leave, does a German notary work instead of the Canadian Consulate?

Really. I thought that was a shot in the dark. That just opened up some doors because she wanted to actually get there earlier for a wedding. If she went to Germany early and I joined her some days later, as long as I join her there before the year mark, we should be good?
 
You really need to be careful. Those "some days later", could be a problem.

Once a couple has met the requirement of cohabiting together for at least 365 days, time spent apart is usually not a problem. Before that, it's always a bit risky because the officer reviewing the application may not agree that the couple was still truly living together on the 365th day.
