Coming to Canada without study permit ??????

Hi,
I have full time student of Niagara college with Student permit from India. I am married and I heard that getting TRV for my spouse is very hard. so I m thinking to get her here for some language program that lasts for less than 6 months so It won't require IELTS and not even Study permit .... Do you guys having any idea about these type of course ??? Can we apply them ??? Are there any agent in India who can help me for this ???

i am not an expert but even though she may not require a study permit she will still need a visa.
