Dears,

I was an immigrant in 2001 and I was not stying in Canada and the immigration had douts about me for not stying and I tried to renew my PR card in 2008. But my application for renewal was rejected and I want your help and guidance in the followings:

1) Is it possiable to retrieve my Resident state.
2) if it yes How I can do that with valid Health card only and I am outside Canada.

Did they officially revoke your PR, in 2008 or any time after that? If they did, you can forget it or look at the CIC website and see if you can apply again.

Do you still have your landing papers? If yes, you can try to enter Canada again and see if they allow you to enter without reporting you for not meeting the residency requirements. If they do, you can stay for a full two years during which you collect proof that you are staying in Canada, for example pay slips from a job. After 2 years, you apply to renew your PR card based on that you have been in Canada for 2/5 years.

If you don't have your landing papers anymore but you are visa exempt, you can try to enter also and see if they let you in.

If you don't have your landing papers but are not visa exempt, it's not looking good. You could not apply for a visit visa because they figure out that you are a PR. If you apply for a PR travel document but you don't meet the residency obligation, they will refuse and probably revoke your PR.
