I have 4 month experience as food service supervisor(noc 6311) in Saskatchewan and 9 month experience as retail sales supervisor(noc 6211) in Ontario
I am planning to apply in express entry.

Is this considered as one year of eligible work experience for express entry?

As long as you have a combined 52 weeks and documentation, yes.
