Colleges have a deadline to submit second stage decision! Should we study online or defer?

Hello guys,
I received my AIP on September 10th.
Not sure if I should register for fall 2020 or defer as my college has given a deadline (October 30th) to submit 2nd stage decision. Meaning, if I receive a refusal after that date, the college won't be giving any refund.
Any suggestions?

It's better to defer among all this uncertainty
