Yes you should be able to sponsor, as long you have required minimum Income set by Immigration Canada. and it has to be proved for last three years.

I read through your previous posts, and that leads itself to a couple questions:
Did you sponsor your wife in 2015? Do you have any sponsorship undertakings currently active? If you do, you cannot sponsor anyone else until that undertaking has completed. If you don't have any undertakings active, then you can sponsor your mom if your income is above the LICO.

Even if his wife was very recently sponsored and the undertaking is still in effect, he can still sponsor his mother provided he meets LICO.

As others have said, your wife doesn't have to co-sign. However you must meet the low income requirements for the number of people in your entire family + your mother. This means you need to count yourself, your wife, any children you may have and your mother who you are sponsoring. This total will determine the low income cut off you need to meet in order to sponsor your mother. You must provide CRA tax returns for 2015, 2014 and 2013 to prove you have made enough income each year if you wish to sponsor your mother in 2017.

yes i sponsored my wife and kids, and they are already here. is that application still active or is it already done? idk. i don't have any idea.

As scylla said, it doesn't matter. You can still sponsor your parent.
