Okay so I will be applying under the common-law section of the Family class Sponsorship. My question is this :

My common-law partner doesn't meet the financial requirements to "support" me as required. With that stated,
her mom and dad both surpass the requirements tenfold.

Would her Mom or Dad qualify as an "ELIGIBLE CO-SIGNER" in filling out the Sponsor side of the packet to sponsor me to move?

1. No, there are no co-signers on spousal/c/law applications.
2. You don't have to meet the Minimum income for sponsorship, but you can't be on social assistance, except for disability.
 
There is no minimum income requirement to sponsor a common law partner. The sponsor just can't be on social assistance (welfare) or bankrupt.

Spousal sponsorship applications cannot have co-sponsors / co-signers. So you need to leave that field blank.
 
You can't have a co-signer for a common-law sponsorship application.

Her parents could simply write a letter explaining how they will offer financial assistance, which you will include with the application.
