Currently I’m working in Niagara College with my pgwp. I have a temporary(1.5 year) contract with them.
I’ve started my work since last year and recently I’ve been offered a permanent position.
They posted the job in their internal website first ( bc of the Union rules, they posts their jobs internally first and if no candidate from Niagara college is found, they will post the job in public) As I was their current employee and considered as an internal candidate, I applied and took the offer! (by the way, I was the only applicant. No one else applied!). My question is, can I use this job offer to get a closed work permit?

No. Your employer has to pay $1k and file for a LMIA proving no Canadian or PR could be hired, only you are experienced enough. So they need to post the job externally to prove that. Then you apply for a closed work permit once you have a LMIA.
