i m in Canada with Close work permit of Truck company from April 2019, but there is not sufficient work, can i convert my work permit to open work permit...

No - you cannot convert your work permit to an open work permit.

If you wish to work for a different employer, you will need to get a job offer and approved LMIA from that new employer and change to a new closed work permit.
