Friends...I have seen lot of posts/concerns for the new BoWP rules....I wanted to share my thoughts as I believe nothing has changed except for the fact that CIC will not issue the BoWP if the person has not received the AOR....as we have seen in the past people would apply for BoWP without AOR with the hope that by the time CIC would process the BoWP they would have received the AOR...CIC will check in the system that the initial eligibility is passed and the BoWP would be issued....

So the only thing that I see is that AoR is mandatory....if AoR is not attached to the file...BoWP would not be issued and it will not be applicable to any of us (2014 applicants) as we all have the AOR.......
 
I second that. I called up CIC today and was advised that the AOR is enough for us to get the BOWP. I also got it in writing in the email (FWIW) I received from them:

Bridging open work permit - Certain federal economic class applicants

You can apply for an open work permit if you:

Have applied for permanent residence (PR) in Canada under one of the admissible categories of the economic class and are the principal applicant,
Have received a positive eligibility assessment on your PR application or, if applicable, the Acknowledgment of Receipt from the processing office,
Are currently in Canada, and
Already have a valid work permit that is due to expire within 4 months.

To apply for an open work permit, you must send an Application to Change Conditions or Extend Your Stay as a Worker to the Case Processing Centre in Vegreville, Alberta.

You must do this before your work permit expires. You keep your current status under the same conditions, until a decision is made (implied status).

I was also told that I will get a final decision by March 29, 2016. I am September 27, 2014 CEC applicant.
