Dears,

I'm inquiring if i can claim points for a Canadian relative who is the brother of a grandfather of my spouse who is sharing the family name of my spouse's mother .. and if so , should he be called grandparent , or grand uncle ?

No - you can't claim points for this relative. He is too far removed.
 
The way I understand it is that it should a near relative. Look at: http://www.cic.gc.ca/english/information/applications/guides/EG7TOC.asp#eg72b

You or, if applicable, your accompanying spouse or common-law partner has a relative, i.e. parent, grandparent, child, grandchild, brother/sister, aunt/uncle or niece/nephew, who is 18 years of age or older as of the date we receive your application, and who is a Canadian citizen of permanent resident residing in Canada.

Grand uncle or something like that is not going to give you anything.
