Hi , I'm a Palestinian refugee used to live in Syria but during the war in Syria I ended up living in Iran for it is much safe than Syria ,basically I'm a two way refugee ..and I'm eagerly pursuing a chance to live and settle down in Canada as a full-functional citizen ....any help is appreciated .

You cannot become a citizen directly - you must become a permanent resident first.

If you are looking to apply as an economic immigrant, then you'll need to research economic immigration programs such as Express Entry here: http://www.cic.gc.ca/english/immigrate/apply.asp

If you are looking to immigrate as a refugee, then you'll either need to be officially recognized as a refugee by UNHCR or a similar referral organization or you'll have to obtain a tourist visa, come to Canada and claim refugee status once you arrive here.
