Hi All

I'm applying for my wife's citizenship. She arrived in Canada in Sept 2018 as PR on family sponsorship from India. I have some doubts regarding her application.

1) English language test - Does she need to take IELTS or CELPIP-LS as she did not go to school here . She has B.Com & M.Com (Bachelor & Master of Commerce) degrees from a state university in India also her grade 12 , 10 & 8 certificates also mentions English as one of the courses. If test is needed , which one is easier IELTS OR CELPIP and since we are in Kingston, ottawa is closest to us for CELPIP but no sept dates are available . So in GTA what would be best test center and any suggestions for preparation.

2) PCC - Does she need to provide PCC from India as she was in India for more than 183 days in the last 4 years exactly before her application.

3) RCMP - Does she need to submit fingerprints along with the application and does it have any benefits.

1. She needs language proof. If her education was in English, she can submit her degree and transcripts. I would strongly recommend going for this option only if "Medium of instruction" or "Language" is explicitly mentioned as English in her transcripts. Some universities also provide "Medium of Instruction" letter. If this doesn't work for you, she can go for a test. Both tests are simple as the requirements are pretty low.

  1. International English Language Testing System (IELTS), General Training. You must have a score of:
    • 4.0 or higher in speaking and
    • 4.5 or higher in listening. (Note: If the test was done before November 28, 2008, we will accept a level 4 or higher)

2. If India was her country of origin right before she became a Permanent Resident of Canada AND she submitted her PCC for India for her PR application AND she never stayed in India for 183 days or more AFTER she became a Permanent Resident of Canada (landed in Canada and "activated" her PR), then no, she doesn't need a PCC.

3. No. You only need to provide fingerprints if asked.

Does staying in India for more then 180 days after applying citizenship application(full filling 3 years), will be require to subimite PCC ?

1.- She has to sent copies of her transcrips and diploma that show the program was taken in English.

2.- taken from the form cit0002 section 10. b), ¨If you were in your country or territory of origin immediately prior to becoming a permanet resident and lading in Canada and this time falls within the four year period, you are not required to privide a police certificate...¨
3.- it is up to her, it is better to send the RCMP report when they ask her, if they ask her.
