I have searched and cannot find any relevant posts and would appreciate some help.

I am a Canadian citizen by birth. I moved to another country, the UAE, for work 15 years ago and am still here.
After coming here I met and married a Chinese woman. She had a son who was living with his father in China at the time. The father died in a car accident a year later and to legally bring the boy to live with us in the UAE, I legally adopted him through the very complicated Chinese legal system, at the time he was 8 years old.
My adopted son is now 20 years old and had asked about the possibility of Canadian citizenship. Upon checking the CIC website it seemed quite possible so we started the process. Part 1 of the process was for me to prove I was Canadian. This process went smoothly, taking about 6 months where they sent a determination letter and telling us to send the documents for Part 2 to the Chinese Embassy immigration department. My son is currently in China going to university.
We sent all the required documents as requested for my son to directly apply for citizenship as an adult to the Canadian Embassy in Beijing.

This is where everything seemed to fall apart. The office there, in China, responded in a manner that appeared that they had not even read the application - they demanded proof that one of the parents was Canadian(Part 1?), and for many documents that would only be relevant if I was currently adopting a Chinese infant and bringing them directly back to Canada such as a home study and a letter from a Canadian province allowing me to adopt a child and bring them there. They also stated that if they did not received these impossible documents within 45 days the application could be cancelled - this I took as a threat.

I did respond in depth to their email but have received no follow up.

Does anyone have any insight into what might be going on here and any recommendations of might we might do now.

Because it actually says it includes "persons who were adopted as minors but are adults (18 years of age or older) at the time of application" Same in the instruction guide for Part 2: http://www.cic.gc.ca/english/information/applications/guides/CIT0014ETOC.asp

So if that is the case, they probably did not read your application but just bombarded you with a standard package of requests that don't really apply to you.

What you should do is fill out all the forms they are asking for. All the forms that are relevant to adopting an infant, you write N/A which stands for Not applicable. On each of these forms, put a yellow post-it stating "see cover letter". Write a letter along with the forms with the heading "Cover Letter" in bold and write there in short and to the point, that forms concerning adopting a new born do not apply as you already adopted your wife's 8 year old son 12 years ago and that he is now as a 20 year old applying for citizenship. Add that you have proven your citizenship, Part 1 and include a copy of the result.

If they still deny your application, apply again from scratch, including info for the first part that China refused you for unknown reasons.

The link you identified is the process we followed for my son who is now a 20 year old adult.

Yes they clearly did not read what was sent to them and now that I have pointed that out to them they do not wish to communicate back to me.

We will try as you said to send in a package effectively saying please properly read the submission.

I would rather not start part 1 over again as it did take over 6 months.

I guess I just expected a little more professional behavior from the Canadian government.
