Facts about me
Sept 2003 to August 2005 (Grade 11 and 12) 2 years in Toronto, Ontario
August 9th 2005 August 2nd to 2010 (university) 5 years in Hamilton, Ontario
August 3rd 2010 to May 29th 2013 (Post graduate work Permit) 2 years 9 months in Mississauga
May 30th 2013 to Feb 17th 2014 (Bridging work permit) 8 months 19 days)

Total time in Canada before landing = 10 years 5 month 19days

Under current program I get 365 days prior to landing

Landing Completed on18th Feb 2014

Since 18th Feb I have been in Canada for 227 days out of 263

Calculation

Total time Spent in Canada 365+227=592 day
Time to complete 1095- 592 = 503 days

Questions:

1) Can you confirm if my calculation is correct under current program?

The best way to know is to use CIC calculator. It will show you at the end when you will be eligible to apply.

Under the circumstances that you have provided, there is no possibility that the current citizenship eligibility requirements will apply to you. You should be planning to meet the new eligibility requirements that are expected to come into force in mid-2015.

Unfortunately, the correctness of your calculation is immaterial in this case as it will not render you capable to apply under the current rules. you will have lived 2 years minimum as a PR before you qualify to apply for citizenship. If you landed as a PR in February 2014 then you will have 2 years of presence in Canada by February 2016 when the new rules will have been rolled out already. Under the new rules, the time spent in Canada before becoming a PR will not count against residency requirement hence you will have to live 4 years out of 6 in Canada as a PR before you can apply. In your case, in the best case scenario (no travelling), you will be eligible to apply in Feb 2018.

In fact, as you have already spent some time outside Canada since you landed, the absolute earliest date will be in late April 2018.

Thank you all for the clarification. Do we know a date as to when the new rule will be implemented in 2015? And is there any possibility for amendment of the rule for people who have lived here prior completing landing.

June/July 2015. And highly unlikely. Good luck!

There is nothing in the legislation that allows an exemption for preexisting PRs. Therefore, it will the legislation that is in force at the moment that you apply for citizenship that will be followed.
