Hello,
Could some one explain me what does means that you have to be elegible to apply the day before you sign the application?
So for example my eligible period goes from November 9-2013 to November 9- 2018 what date I have to use ?

It just mean that you need to getat least 1095 days on the day before you sign.
The date on the calculator should be the date you sign. Nov 9 then.
