How long does Local CIC have to process a file? Could be 3 or 4 years or longer than that?

Sponsorship spousal application inland, I just want to know if the local cic (calgary) has a limit time to process aplication.. if my file could take longer than 3 years?

There is no time limit for overseas visa offices, so I'm pretty sure there is no time limit for inland as well. It takes as long as it takes unfortunately.
