CIC Says, Up to date Letters/references. What is up to date? How many days old? from which date?

It is merely refering to your present reference letter ,job specification and description.I guess is an update letter that was sent to you --right.You need a new ref letter from your employer and what year were you filed for by CIC?.Best of luck.
