Yes you can. Call 1-888-242-2100 , at the start of automated message press 1110 on your keypad, and it will connect you to an CIC agent.

No, but there is +1 613 944 4000 (for an agent: options 1,2,1,2,1 ... then 0 to skip the message) which may or may not work.
