Hey guys.I applied for my pr as an Ontario nominee even though I have lived in Alberta since I moved to Canada.I received a message from cic asking me to provide them with a settlement plan for Alberta even though I included an intention to reside in Ontario letter with my application.I do intend to move to Ontario if my pr application is successful.What should I send them?I have done some research on what areas I would like to live in and have seen that there are plenty of jobs in my trade (roofer) but don't have anything else to really send to prove that I plan to move to Toronto.

I'm not sure to understand, sorry.
Did you apply to OINP ? Did you get the 600 points from the Ontario ? Did you receive an ITA ?

You can send a CSE asking for clarification, or send your "settlement plan" for Ontario (with an explanation of the error/confusion).
