I need your advise on the following -

I have learnt that one can apply for post-graduate work permit after finishing study and there are other formalities to be eligible for Canadian PR.

Does it matter where in Canada I have got my degree/diploma from when I apply for PR? Just to make it clear, I understand the study must be completed from a Canadian government recognised institute.

I have been just searching on the Internet and it seems that Saskatchewan, Manitoba, and Nova Scotia are the provinces where one can get PR relatively quicker.

Would you say that my chances of getting PR becomes higher by doing a degree/diploma/certificate from one these provinces?

OR

I can just do my education anywhere in Canada and then move to one of these provinces and follow their immigration rules?

I hope you can show me the right direction.

If anything about my question is not clear, please let me know and I'll try to explain.

Herein, herein is the Saskatchewan policies in the two different scenarios.

The Student sub-category allows students who have graduated from a recognized post-secondary educational institution to apply for nomination by the SINP.

Eligibility
Students who have graduated from a Saskatchewan Institute
You may qualify to apply if:
You have graduated with a certificate, diploma or degree from a recognized post-secondary educational institution in Saskatchewan. The program must have been equivalent to at least one academic year (eight months) of full-time study.
You must have worked for at least six months (with minimum 960 hours) of paid employment in Saskatchewan.
*Eligible types of work experience in Saskatchewan include on- campus, off-campus, co-op terms, graduate fellowships that can be verified by your institution, and work experience gained on a post-graduate work permit.
You have applied for and received a valid post-graduation work permit from Citizenship and Immigration Canada (CIC).
You have a current, permanent, full-time job offer in your field of study from a Saskatchewan employer in an occupation in the National Occupation Classification (NOC) Matrix level “A”, “B”, “0”; or in a designated trade (Please note: Food and Beverage Servers/Persons must apply under the Hospitality Sector Pilot Project sub-category); or a job offer that is related to your field of study and requires post-secondary education.
You have a valid SINP Job Approval Letter.

Students who have graduated from an institute in Canada
You may qualify to apply if:
You have graduated with a certificate, diploma or degree from a recognized post-secondary educational institution in Canada (outside of Saskatchewan). The program must have been equivalent to at least two academic years (16 months) of full-time study.
You have worked for at least 24 consecutive months of paid employment (with a minimum of 3840 hours) in Saskatchewan after graduation and after receiving a valid post-graduation work permit.
*Eligible types of work experience in Saskatchewan include work experience gained on a post-graduate work permit.
You have applied for and received a valid post-graduation work permit from CIC.
You have a current, permanent, full-time job offer in your field of study from a Saskatchewan employer in an occupation in the National Occupation Classification (NOC) Matrix level “A”, “B”, “0”; or in a designated trade (Please note: Food and Beverage Servers/Persons must apply under the Hospitality Sector Pilot Project sub-category); or a job offer that is related to your field of study and requires post-secondary education.
You have a valid SINP Job Approval Letter.

Yes, I can see that it does has an "advantage" i.e. requirement of 6 months full-time work experience if Studied in Saskatchewan VS 24 months of works experience required if studied elsewhere in Canada.

Thank you for your quick reply.

Can you please let me know which other provinces offer similar quicker way to get PR? Its better to know what all options are before making a final decision.

SO it has to be field related work experience as I'm planing for Small business and Enterpenurship program so i have to start business or i can work somewhere else as manager in Retail,Small business ?
 
You cannot operate your own business on Post Graduate Work Permit.

Your program SMALL BUSINESS AND ENTREPRENEURSHIP PROGRAM prepares you to operate a small business or to be a Manager or Assistant Manager in a small business. So, you can get into a job and in fact thats the only option you have.

This is a good program as you can work in varied sectors.
