Hi,

I am PR in Canada since 2011 and single. I was married last 2014 and having a child 2016 but it was born in Philippines. Now, I want to bring my child here to Canada. Do I need to declare the child in the CIC?

You will have to sponsor your child. Were you married in the Philippines or married to a Canadian citizen?
 
You need to first be in Canada and then apply to sponsor your child while you stay here.

BTW do you meet RO?

yah, i meet residency obligation. Me and my husband are currently living here in Canada. My child is still in the Philippines. After giving birth, I went back here in Canada not bringing my child for some reason and now I want to sponsor my baby which is 2 years old this coming August. Do you think I need to declare it on CIC first before application?

There is nothing to declare, you just sponsor your child under a family class app: https://www.canada.ca/en/immigratio...mily-sponsorship/spouse-partner-children.html

Did you already sponsor your spouse for PR? If so did he land in Canada before or after your child was born?
