Child passport (over age 2) without Canadian birth certificate?

I am Canadian (born in Canada) and my two children were both born in Dubai. We are returning to live permanently in Canada in 11 weeks. I have just applied for their Canadian Citizenship (proof) and have been told that it can take up to 12 months. I need to get them passports by the time we fly.

Question: Can I apply for their passports, using my Canadian birth certificate as proof of their Canadian citizenship?
