Hello,

I have been reading a lot of threads here around children being born outside of Canada to PR parents and how to bring/sponsor them to Canada. I was in the same position, as me and my wife became PRs back in April 2016 and we had our son in December 2017 in Dubai, where we live.

As per the residency obligations, we could stay outside of Canada for 3 years out of the last 5 years - this meant we have to be back in Canada before April 2019 (next month).

To cut to the chase, the process was actually quite simple - I applied through the VFS office here in Dubai, for a Temporary Residence Visa (TRV) for my son, attached all necessary documents (passport and visa page copy, birth certificate, marriage certificate, bank statements, etc.). The important thing was that I included a cover letter drafted by myself, which explained the situation with regards to our residency obligation expiring and that I have enough funds to help support my son in Canada, even if I don't have a job (I attached my bank statements for that) and that I will apply for his sponsorship through the 'Family Sponsorship Program', as soon as I land in Canada. I also mentioned in my cover letter that I understand that the TRV for my son may be declined and asked them to consider him for a Temporary Residence Permit (TRP) on 'Humanitarian and Compassionate grounds'.

Long story short, I applied for the visa in person, and after a week I received the request to submit my son's passport, which I did. I have received his passport today, which was 3 working days after I submitted his passport, with a 4 year Multiple Entry Visit Visa. No job offer letter was required, even though I did mention that my company is transferring me internally but there is no offer yet.

Just wanted to share this with the wider community as I know a lot of people are struggling with this (like I did), so hope this helps.

You got lucky and had a sympathetic visa officer. Many in the same situation have been refused. Also doesn't help that you remained out of Canada right up to the limit. Other visa officers don't view that favourably. Just so others know this isn't guaranteed to work. Still 50/50 chance.
