I am looking for guidance on how can a family (wife and husband) that are not Canadians with their youngest son (age 13) who was born in Canada immigrate or come to Canada?

I am related to the mother (first cousin) and willing to sponsor all of them, but is there a different way to apply for immigration?
 
Unfortunately you don't qualify to sponsor them. And the child won't be able to sponsor them until he/she is an adult and earning sufficient income (for at least three years) to meet the low income cut off.

They will have to qualify to immigrate independently (e.g. as skilled workers) if they are interested in coming to Canada. They can find information about Canada's immigration programs here:

What is the reason as to why I cannot sponsor them? I am financially capable and have assets and a full time double family income. Appreciate some explanation.

Because the Canadian Gov't has legislated who you can sponsor.

Family class

116. For the purposes of subsection 12(1) of the Act, the family class is hereby prescribed as a class of persons who may become permanent residents on the basis of the requirements of this Division.

117. (1) A foreign national is a member of the family class if, with respect to a sponsor, the foreign national is

(a) the sponsor's spouse, common-law partner or conjugal partner;

(b) a dependent child of the sponsor;

(c) the sponsor's mother or father;

(d) the mother or father of the sponsor's mother or father;

(e) [Repealed, SOR/2005-61, s. 3]

(f) a person whose parents are deceased, who is under 18 years of age, who is not a spouse or common-law partner and who is

(i) a child of the sponsor's mother or father,

(ii) a child of a child of the sponsor's mother or father, or

(iii) a child of the sponsor's child;

(g) a person under 18 years of age whom the sponsor intends to adopt in Canada if

You can sponsor one relative of any age or relationship, but only if you do not have one of these living relatives who could be sponsored as a member of the family class:

spouse or common-law partner,
conjugal partner,
son or daughter,
parent,
grandparent,
sibling, or
uncle, aunt, nephew or niece, and

you do not have any relative who is a:

Canadian citizen,
permanent resident or
registered Indian under the Indian Act.

You're too distant a relative (cousin).
 
This would be why we (Canadians) don't care if you visit Canada and give birth to a child while here. From an immigration angle, it doesn't really help you (the parents) much, if at all.
