checking eligibility for OINP

hi,
I am 19 years old and I am on a work permit in Canada. my employer is saying to me that he is eligible for giving me OINP in a human capital priorities stream but he doesn't have any employee except me. As according to the rule of PNP employer should have 5-6 employees in his company who are either permanent residence or hold citizenship of Canada. I told him the same thing and in reply, he told me that his company is in operation for many years so they have an exception to this requirement. I want to that is he be able to provide me PNP.

Do you have at least a bachelor degree? Is that the exception you're asking about? If so, the answer is no - there are no exceptions.
