Just sharing, I applied online application on behalf of my cousin on 3 December 2013 and received passport request just within 24 hrs of application, on Dec 4, 2013. Her medical was done upfront one week ago. In January 2014, she will start her Master's degree in one of Canadian University, with full funding from professor ($26000). She just completed her B.Tech from a regional college in India. She is just 21 yr old, Wow, what a wonderful life ahead.
