Charged twice

Asking for a friend, My friend applied for visiting visa. He paid 139$ as an application fee and went to biometric after biometric he again charged 140$ from citizen&imm-eapps en ligne canada, can someone help why he got charged twice.. Thanks in adavance

Did he get the biometric collection letter after applying online?

As second page specifically says that this letter is a proof of payment and you don't have to pay anything.

yeah he got it and he went biometric and gave the biometric, after two days of biometric he got charged 140$ and one of my friend says that recently canada immigration changed the rules he said they will charge twice and after the processing application they will refund money that charged twice is that true?

My parents completed the biometrics recently, so I am sure there was no duplicate charge and also VFS didn't ask for anything.

Your friend should have explained the case, or did he just pay the amount? How did he pay the fees?

It was automatically deducted from the credit card which he paid the application fee initially
