Changing the status from international student to a resident while studying

Currently, I am in the process of processing the PR application and I expect to complete my application in Dec 2020
If I applied for a university, definitely my initial status will be an international student
but once i receive my PR, can I ask the university to change my status to a resident? because the study cost of a PR holder is much lower than the cost that should be paid by international students.

And they will apply after that reduction in the fees?

And they will apply after that reduction in the fees?

They likely will not apply the reduction mid term / mid semester. But they will reduce your tuition for the next term / semester after you have become a PR.
