Changing Program From Private College Aftter Visa

My girlfriend was here in Canada with eTA and was registered to a program in a private college in Toronto. We've applied for an internal student + work permit and got approved and we received the permit through the mail. Before the program started (Sep 12th) she had to go back to her country and postpone the program to January 2nd. After thinking a little bit more, she wants to change the program from A to B in the same institution, but her Student + Work visa is attached to the other program. Besides that, the new program she wants is longer and would need to extend her visa (if possible, in the future, not now).

So, these are our questions:
1. She can change the program, gets the new LOA, and enter Canada without any problem?
2. I saw the Changing your school or program and Change your post-secondary school in your account official website but got a little confused. If she changes it she will need to apply for a new permit or not, since it is a post-secondary school or she just needs to tell CRA IRCC about it (second link)?
3. Even if she does not change her program, she will be able to re-enter Canada without any problem right? And if she doesn't, is there any need to tell CRA anything?

1. Provided program is in the same faculty, same duration no problem. If there's deviation lets say from Engineering to Marketing, consult immigration
2. Same as 1.
3. re-entry is upon CBSA at point of entry. CRA is Revenue Agency, they are not involved with Immigration and Boarder control

Ops, I meant IRCC and no CRA.

I see, I think we will have to hire an immigration consultant to be sure about it. We don't want to change the program and jeopardize her entrance into Canada and she can always change it after she is inside.
