I have completed studying an year in a 4 year science degree in a study permit set to expire in mid 2021. And am set to get married in a couple months, can I change my status to a permanent resident through sponsorship by my spouse? PR holders pay significantly lower fees at the university.
 
Sure your spouse to be once married or if already common law spouse can sponsor you for PR although expect it take up to 12 months although can often be less than that if a straight forward case say 7-8 months no way to predict. If applying and you do not want a work permit given you will still be studying usually recommended to apply through an Outland application as opposed to inland even if in Canada given more flexibility if you need to leave the country for any short period of time.
