Hi , I'm asking this question on the behalf of my friend.

He is in Halifax,NovaScotia for MEng. internetworking and his program will start on Sep,2014. But He wants to change his program to Electrical and Computer Engineering in University of Victoria,British Columbia starting in Jan,2014. Is it possible ? Can he live in Canada for 4 months legally without doing anything or he need to come back to India and apply for study permit again ?

To maintain the eligibility of study permit, he must remain registered/enrolled as a student.

Okay,So according yo you he can not live in Canada legally until his program starts in Jan,2015 ? In this case, he need to come back and apply for new study permit again ?

You can live as a 'visitor'. If IO at POE stamped your PP with a 'date' (or 'valid until') under it, you must leave Canada by that date. If there is no date, you can stay for 6 months.
