Hello All
I have received an ITA on 5th of AUG 2020 under the FSW. My CRS score was 480. The cut off was 476. I had previous canadian Work experience from 2010 until 2013. However, now starting Sept 2020 I lost 10 points due to portion of my prior canadian experience is more that 10 years. Now my CRS is 470 which is less that the cut off of 476.

Can you suggest if I can go ahead with submitting the ITA and whether my application will be accepted?

You should not because when they calculate your score when you submit the application and compare it to your score at ITA, they will find a mismatch that is not in your favour.
 
I think only age is locked-in at the time of the ITA.
If you have an expired IELTS at AOR date, it's invalid. I would think the same would apply to work experience.

Reject the ITA and wait for the next round. The score dropping below the cut-off score will lead to rejection.

The experience is calculated again when AOR. See the latest score before submission. If that's less than the cut-off then you should not submit because it will be refused anyway.
