I would like to put some process on 'Change of Name' during or after your process(for India, but might apply to all).
The best option is do the change of name after you get your Visa, but make sure you have atleast 1-2 months buffer if you want to leave Canada after the stamping.
While I applied, my Daughters' didn't have their Surname in their passports. Below steps are what I did after I got the Visa stamping in the passport without 'Surname'.
1. Did a Notary affidavit on a Rs. 50 stamp paper, better make two copies of original because you have to submit a original in the passport office and they wont return (cost Rs. 400/- for each)
2. Published the 'Change of Name' notification in two daily newspaper, one in current residing city and another in a city of address mentioned in the passport (cost Rs.1500/-)
3. Applied for a new passport with the new name with the above documents. (cost Rs. 1000/- and duration 1 month, you have the option of applying under Tatkal)
4. Once you have a new passport, apply to the local CHC for a re-issue of Visa. You have to send all the relevant 'Change of Name' documents like affidavit, news paper notification, old/new Birth certificate, old & new passports for all the applicant, COPR form and a CAD30 fees for each applicant. Though the CHC claims they will issue it in 5 working days, it took me about 12 working days.
