My wife changed her last name after I submitted sponsorship application. Who should I(or she) contact and let them know about that matter...CIC or visa office aboard(application is already there). And what document should we submit.

Who is the applicant and who is the sponsor?
 
You can contact the visa office that will be handling her application. Make sure you have the application number and your UCI number in the e-mail in addition to the name and other details.

It is pretty painless. My wife updated her last name on her documentation after we sent in the application. We had no issues.
 
So basically, I should contact visa office aboard via email? asking them what documents should be send? And did you or your wife sent necessary documentation? Btw thank you for your reply....
 
When I finally changed my passport, which was the only item that I did not have in my married name prior to sending in my application, I mailed a copy of the bio data page of my passport, a letter with the information they needed, my UCI/File number and a copy of my drivers license. They had my information changed within a couple weeks of receipt. If your wifes passport has not yet been changed, then don't waste your time. She will continue on with her application using her previous name until that document is changed.

Same here. It is the passport that is the key document. Whatever name is in her passport will be the name they will use for her COPR and PR card. When my wife updated her passport, we sent an e-mail with a scanned copy of her new passport with an explanation. All we got was a auto-reply that the message was received. Then, much later, when the case officer asked for a copy of her passport (PPR), we provided the scanned copy again with the same explanation that she updated her passport with her new married name. It was then that I saw her last name change in eCAS from her maiden name to married name. And afterwards came COPR in her new married last name.

And as Alurra mentioned, you need to have the File Number and UCI for your wife (if available).
