Change of course..

Hi. I am applying for Uni of Regina for Fall 2016 intake. Basically I wanted to apply to a college for a diploma program but because I've heard that chances of getting SP are low when applying on college basis from Pakistan. So after obtaining SP (IA) I would change my course from bachelors degree to a diploma in college.
Is it possible? And what about the fee refund policy? Will my tuition fee be refunded.?
Help needed guys...
