I have heard that CIC is going to make some changes in current Citizenship rules and criteria. If anyone could shed some light on this, that would be much appreciated.

I became Permanent Resident in September 2013.

Yes, there is proposed legislation in Bill C-6 which could make you eligible for citizenship as soon as late 2016 (if you have minimal absences from Canada) compared to the current law, pursuant to which the soonest you could be eligible would be late 2017.

As scylla posted, there are already numerous other topics here about Bill C-6, ranging from discussions about what is in the proposed legislation to anticipated timelines assuming it is adopted and implemented. If you peruse some of the early posts in those topics, much about the changes is illuminated.

Actual timeline for adoption is a guess, but even after it is adopted many of the key provisions affecting the qualifications for citizenship will not take effect until some time later. That timeline simply cannot be forecast. Anyone who says they know when the changes will take effect is lying.

In any event, peruse the other topics where Bill C-6 is being discussed for further discussions shedding light, as you say, about the prospective changes. But note: they are still merely proposed changes.

Well, it would be the Parliament of Canada that makes the changes. IRCC/CIC would implement them.....
