Change collage from PRIVATE to SDS

I want to change the collage from PRIVATE (pecific link collage) collage to public collage (any) is that possible to change and if yes so how please guide me and one more thing i am about to get my visa so no chance to change from india i have to go there and then thibgs will go .guide me if anyone had encountered with this situation

You need to apply to the other college, get accepted then you withdraw from your current college. You update your DLI on mycic account.
