Change birth country in work permit - Urgent

So, one of my friends have country of birth listed as India in the study permit, and now wants it to be changed to a different country while applying for work permit. Does the work permit application need to have a letter of explanation? if not what are the other options? any help would be appreciated. Thanks in advance.
