I'm in CA and I want to change my condition from a visitor to a student
I already send my application to LA by mail but they send this e-mail
what should I do?

This email is to inform you that unfortunately we cannot process your application by mail because do to your Citizenship you required to have biometrics done at the VAC office
We have currently Biometrics service available at our location. Please note that citizens of some countries are required to give their biometrics (fingerprints and photograph) when submitting an application. For more information regarding the citizenships that require to do Biometrics please visit Biometric Required Countries,
If you already applied online:
CIC will send you a biometric instruction letter by email through your MyCIC account when you receive your application. Read this letter, print a copy and bring it, along with your passport or other travel document, to this office to give your biometrics.
If you intend to submit a complete new application through the VAC:
If you need to give your biometrics, please do not mail in your application. Submit your application in person at a visa application centre.

You will have to come in person so that we can collect your Biometric information at the same time that you are submitting your application. In this case you will not need to PAY the VAC Service Charge, (this does not include additional services like photocopying OR pictures) If you submit your application in person at a VAC, the biometric fee covers the cost of collecting your biometrics and handling your application. This includes making sure your application is complete, sending it to the visa office and telling you when your passport or travel documents have been sent back.
When you apply for a visitor visa, study permit or work permit, you have to pay an application fee, added to this, you also need to pay a biometric fee of 70 USD in a money order or certified cheque payable to “Consulate General of Canada”. If your payment is made in CND, you must use the same payment method, however, payable to “Receiver General for Canada” in the amount of 85 CND.
Make sure you pay all the correct fees when you submit your application to avoid any delays in processing.
