Chances of receiving ITA WITHOUT a job offer or provincial nomination ?

So from what I understand, technically it is possible to get an ITA without a job offer and without any provincial nomination. If this is indeed the case, what are the chances of this happening ? My current CRS score is somewhere between 375 and 425, depending on how well I do in my IELTS (On a recent TOEFL, I scored 114/120). So I want to know if I even stand a chance or not.

Profile wise, I'm 29 years old, am a software engineer with 3 years of professional exp in this field, and also have a Masters degree from a top rated US school, Georgia Tech.

Chances of cut off drops to your score is impossible to estimate. the few recent draws has surprised a lot of people. It may go down again, it may stays forever or it may go up. The last draw was 453

I believe there will be a drop in the scores in future, but again it is a wait and see game. If your are 400+ my take is your have a better chance, again I am not saying that the score will never drop below 400, that is also possible but i think it will take time. Personally I feel score more than 420+ have a good chance of receiving ITA .
